Background Information
Although this poem is short, it encompasses the relationship between the government, officials, and citizens. Written by Qiu Yuan in the Yuan Dynasty (1271-1368), The countryside was plagued by constant floods and droughts and the government did not have effective policy or any form of policy relief. Dissent among the population grew as local and provincial officials were left to find solutions to support the population. This poem was written during this time, and displayed the lack of care the government gave to the citizens.
